Environment, Forest, and Climate Change Adviser Syeda Rizwana Hasan has expressed strong dissatisfaction with the latest climate finance text released by the COP-29 Presidency, calling it a major disappointment as the conference nears its conclusion.

In a statement issued today, Rizwana criticized the proposal to allocate $250 billion annually for all developing countries, describing it as “shockingly insufficient” and highlighting that the funds are neither provisioned nor designated as grants.

She specifically condemned the lack of dedicated financial support for the 45 Least Developed Countries (LDCs), asserting that the proposed package fails to meet the critical needs of LDCs and Small Island Developing States (SIDS), which are among the most vulnerable to climate change.

“This decision provides no concrete solutions for LDCs and SIDS, leaving them increasingly exposed to escalating climate risks,” Rizwana stated.

The adviser emphasized that the COP-29 outcomes fall short of expectations despite the conference’s explicit focus on climate finance. She urged LDCs to reject the proposed package and called on all stakeholders to push for a more ambitious and equitable climate finance framework that prioritizes the world’s most vulnerable communities.

As the final hours of COP-29 approach, Rizwana’s remarks underline the urgency for bold, actionable decisions to address the growing climate crisis.
